Medical Licence in Abu Dhabi: DOH and the Old HAAD Name

If you have been told you need a "HAAD licence", you need a DOH licence — they are the same thing. The Health Authority Abu Dhabi was restructured into the Department of Health – Abu Dhabi, and the licence most people still call a HAAD licence is now issued by DOH.

Anyone practising medicine in the Emirate of Abu Dhabi — including Al Ain and Al Dhafra — needs this licence. A DHA licence from Dubai, an SHA licence from Sharjah or a MOHAP licence from the northern emirates does not permit practice in Abu Dhabi. Each emirate licenses its own.

Who needs one

Doctors and physicians across all specialties, dentists and dental specialists, nurses and midwives, pharmacists and pharmacy technicians, and allied health professionals including physiotherapists, laboratory technologists, radiographers and dietitians. Facilities need their own separate licence.

What the licence is tied to

A DOH professional licence is activated in connection with a DOH-licensed healthcare facility. Until it is activated against an employer, it does not permit practice — which is why eligibility and verification are worth starting before a job offer is settled, since those stages do not need an employer.

Licence Categories and Titles

A medical licence in Abu Dhabi is granted against a specific professional title, not as general permission to work. The title decides your scope of practice, the evidence you must produce, and which examination applies.

Physicians

Licensed in tiers — general practitioner, specialist and consultant — with each tier requiring progressively higher postgraduate qualifications and more documented years in the relevant specialty. Applying for consultant status without the qualification and the practice history to support it results in a lower assessed title, not a negotiation.

Dentists

General dentists and recognised dental specialties, on the same evidence logic.

Nurses and midwives

Registered nurses, specialised nursing roles and midwives. Requirements are built around the nursing qualification, registration in the country of training, and documented clinical experience in the relevant setting.

Pharmacists

Pharmacists and pharmacy technicians are separate titles with different qualification thresholds and different permitted scopes.

Allied health

A broad group, each discipline with its own qualification and experience requirements.

How to Get a Medical Licence in Abu Dhabi

1. Eligibility and classification

Your qualifications and documented experience are assessed against the title you are applying for. This determines both your category and whether an examination is required or you qualify for exemption.

2. DataFlow primary source verification

DOH requires credentials to be verified directly with the issuing university, regulator and previous employers rather than taken at face value. This is usually the longest stage, because its speed depends entirely on how quickly those third parties respond — not on anything the applicant or we can accelerate. 3. Application through the government platform

Abu Dhabi government services run through the Tamm platform, and the licensing application is submitted and tracked there.

4. Examination or exemption

Most applicants sit a licensing examination scoped to the title assessed. Exemption is possible in defined circumstances — qualifications or a current licence from a regulator DOH recognises for that purpose, or defined seniority thresholds. It is decided on the assessed file, never assumed in advance.

5. Licence issuance and facility activation

Once passed or exempted, the licence is issued and then activated against a DOH-licensed facility. Practice begins at activation, not at issuance.

Processing times are set by the authority and vary with category and file completeness. Files that arrive complete and consistent move considerably faster than those that generate queries.

Documents and Where Applications Stall

What you will need

Attested degree and postgraduate certificates, detailed experience letters, current registration in your country of training or last practice, a certificate of good standing, passport and photographs, and valid health insurance where required. Documents issued abroad generally need attestation in the country of issue, legalisation through the UAE mission, and Ministry of Foreign Affairs attestation.

Experience letters — the weakest part of most files

A letter stating a job title and dates does very little. A letter that sets out the clinical setting, the patient group, the procedures and duties actually performed, the scope of responsibility and the reporting line supports the requested title in a way the authority can assess. This single document is the difference between a smooth application and a downgraded title more often than anything else.

Good standing certificates expire

They carry a validity period. Obtaining one too early means obtaining it twice; leaving it too late holds the file. Timing it against the DataFlow completion is the practical answer.

Unexplained gaps

A gap in practice history attracts questions and can affect the assessed title. Where a gap exists for a legitimate reason, explaining it in the file at the outset is far better than being asked about it afterwards.

Moving to Abu Dhabi From Another Emirate

A licence held with DHA, SHA or MOHAP does not transfer to Abu Dhabi — a fresh DOH application is required. The useful part is that primary source verification already completed through DataFlow can often be reused rather than repeated, which removes the longest stage from the timeline.
