Registration and Import Are Two Different Permissions

Holding a registered product does not, by itself, let you bring a shipment into the country. Registration says the product is approved for the UAE market. An import permit authorises a specific consignment to enter. Companies discover the distinction at the port, which is the expensive place to discover it.

Who is allowed to import

Importing regulated goods requires the correct trade licence activity and, depending on the category, a licensed storage or distribution facility. A general trading licence does not by itself permit the import of medicines, medical devices or other controlled categories.

What a permit application usually needs

The product's registration reference, the commercial invoice and packing list, a certificate of analysis for the batch, shipping documents, and evidence that storage conditions — cold chain where it applies — will be maintained through to delivery.

Where consignments get held

Batch documentation that does not match the shipment. An importer facility licence that does not cover the product category. A registration that expired between order and arrival. Shelf life too short on arrival for the authority to accept. Each of those holds the goods while storage and demurrage accrue against you.

Distribution Agreements and the Agent Question

For a foreign manufacturer, the commercial arrangement with the UAE side is not just a contract — it determines who controls the product registration and what happens if the relationship ends.

Who holds the registration

Registrations are held by the UAE-licensed entity. If that is your distributor rather than a company you control, changing distributor later can mean re-registering the product from the beginning. This is worth deciding deliberately at the outset rather than accepting whatever the first distributor proposes.

Registered commercial agencies

Where a distribution arrangement is registered as a commercial agency, it carries protections for the agent that are difficult to unwind, including on termination. That is not a reason to avoid it — it is a reason to enter it knowingly, with advice, rather than by signing a template.
