DHA Licence Categories and Professional Titles

A DHA licence is granted against a specific professional title, not as general permission to work in healthcare. The title fixes your scope of practice, determines the qualifications and documented experience you must evidence, and decides which examination applies. Applying under the wrong title is the most common structural problem in a DHA file, and correcting it means rebuilding the evidence rather than editing a form.

Physician titles

Physicians are licensed in tiers — general practitioner, specialist and consultant — with each tier requiring progressively higher postgraduate qualifications and more years of documented practice in the relevant specialty. Applying for specialist or consultant status without the postgraduate qualification and the practice history to support it is the most frequent cause of a downgraded outcome.

Dentists

Licensed as general dentists or in a recognised dental specialty, on the same evidence logic as physicians: the specialty qualification and the documented specialty practice must both support the title requested.

Nurses and midwives

Registered nurses, specialised nursing roles and midwives, with requirements built around the nursing qualification, registration in the country of training, and documented clinical experience in the relevant setting.

Pharmacists and pharmacy technicians

Separate titles with different qualification thresholds and different scopes of practice. Which one applies depends on the qualification held, not on the role an employer intends to give you.

Allied health professionals

A broad group including physiotherapists, laboratory technologists, radiographers, dietitians, occupational therapists and speech and language therapists, each with its own qualification and experience requirements.

TCAM practitioners

Traditional, complementary and alternative medicine practitioners are licensed under their own framework, with requirements specific to the modality practised.

The DHA Exam: Format, Prometric and Exemptions

Most applicants must pass a DHA licensing examination before a licence is issued. The examination is scoped to the professional title you have been assessed into, testing knowledge relevant to that scope of practice rather than general medicine.

How the exam is delivered

DHA examinations are computer-based and delivered through the authority's approved testing arrangements, which for many categories means Prometric test centres. Some senior titles are assessed through an oral or panel-based route instead of, or in addition to, a written paper. Which applies depends on the category, and it is confirmed on the assessed file rather than chosen by the applicant.

Who may be exempt

Exemption from examination is possible in defined circumstances — for example, where an applicant holds qualifications or a current licence from a regulator the authority recognises for that purpose, or meets defined seniority thresholds. Exemption is decided by the authority on the assessed file. It is not something to assume in advance, and planning a timeline around an assumed exemption is a common and expensive mistake.

Booking and re-sits

Booking follows eligibility approval, and slots are subject to availability at the testing centre. Re-sits are generally permitted subject to the authority's rules on waiting periods and the number of attempts allowed, which differ by category and change from time to time.

Preparing for the right paper

Prepare against the title you have been assessed into, not against a general syllabus or against the title you hoped for. Applicants who study for the wrong scope are the ones most often caught out.

Examination formats, delivery arrangements, exemption criteria, re-sit rules and fees are set by the Dubai Health Authority and change periodically.

DHA Licence Eligibility: What the Authority Actually Assesses

A DHA application is an evidence exercise. The authority is testing whether the documents you submit genuinely support the title requested, and most files that stall do so because the evidence is weak rather than because the applicant is unqualified.

Qualifications

Degrees and postgraduate qualifications must be from institutions the authority recognises, and must be verified at source through DataFlow. Qualifications obtained outside the UAE generally also require attestation, and depending on the case, equivalency. Starting attestation late is one of the most common causes of a delayed licence.

Experience letters

This is the weakest part of most files and the easiest to fix. A letter stating a job title and dates does very little. A letter that sets out the clinical setting, the patient group, the procedures and duties actually performed, the scope of responsibility and the reporting line supports the requested title in a way the authority can assess. Letters should be on official letterhead, signed, and attested where the employer is outside the UAE.

Registration and good standing

Applicants are normally expected to hold registration with the regulator in their country of training or last practice, together with a certificate of good standing confirming no disciplinary findings. Good standing certificates carry a validity period, so obtaining one too early in the process can mean obtaining it twice.

Gaps in practice

An unexplained gap in the practice history attracts questions, and long gaps can affect the title granted. Where a gap exists for a legitimate reason, explaining it in the file at the outset is far better than being asked about it after assessment.

Activating, Renewing and Transferring a DHA Licence

Passing the exam is not the end of the process, and the obligations that follow are where practitioners most often run into trouble.

Activation with a facility

A DHA professional licence is activated in connection with a DHA-licensed healthcare facility. Until it is activated against an employer, the licence does not permit practice. This is why eligibility and verification are worth progressing before a job is settled — those stages do not need an employer, and verification is usually the longest part.

Renewal

Licences run for a fixed term and renewal is not automatic. It typically requires current employment with a licensed facility, valid personal documents, and evidence of continuing medical education or professional development where it applies to your category. Practising on a lapsed licence is a compliance issue for both the practitioner and the facility.

Continuing medical education

CME or CPD requirements must be met within the licence period. Leaving this until the final weeks before expiry is the single most common reason a renewal runs late, because accredited activity cannot always be completed at short notice.

Changing employer

Moving between facilities requires the licence record to be updated rather than simply starting work elsewhere. Working under a licence still activated against a previous employer is a common and easily avoided compliance gap.

Reactivating a lapsed or cancelled licence

A licence that has been cancelled or left inactive can often be reactivated, though the requirements depend on how long it has been dormant and what has changed in the interim. A long lapse may bring back requirements the original application had already satisfied.

Coming to Dubai from Another Emirate or Country

The UAE has no single healthcare licence. Which authority you deal with is decided by where you will physically practise, not by where you live or where you trained.

Already licensed in another emirate

A licence held with SHA, DOH or MOHAP does not transfer automatically to Dubai — a fresh DHA application is required. The useful part is that primary source verification already completed through DataFlow can often be reused rather than repeated, which removes the longest stage from the timeline. Coming from outside the UAE

The sequence is longer because attestation and verification both run through third parties abroad.
