What Montaji Is

Montaji is Dubai Municipality's online product registration system. Before a food, cosmetic or consumer product can be lawfully imported, sold or distributed in Dubai, it is registered through Montaji and issued a registration reference that customs and inspectors check against.

Why it exists

Registration is how the Municipality verifies that a product's composition, labelling and claims meet UAE requirements before it reaches a shelf — not after a complaint. That is also why the label matters as much as the product: most rejections are label rejections, not formulation rejections.

Who has to register

The importer, distributor or local agent holding the trade licence for the activity. A product cannot be registered by an overseas manufacturer directly — it needs a UAE-licensed entity with the appropriate activity on its trade licence, which is the first thing we check before anything else is prepared.

What happens without registration

Consignments are held at the port. Storage and demurrage accrue against the importer while the position is resolved, and a product found on sale without registration is a compliance matter for the seller, not the manufacturer abroad.

Which Products Need Registering

Food products

Packaged food and beverages, supplements presented as food, food additives, and food contact materials. Food carries the heaviest requirements because the label has to satisfy ingredient declaration, allergen, nutritional, shelf-life and country-of-origin rules simultaneously.

Cosmetics and personal care

Skincare, haircare, fragrances and personal hygiene products. The boundary with medicinal products is where companies get caught — a cosmetic making a therapeutic claim is treated as a medicine and goes to a different authority entirely. See our EDE registration page for that route.

Consumer and household products

Detergents, cleaning products, disinfectants and similar goods, each with its own composition and labelling requirements.

Where classification decides everything

The same formulation can be a cosmetic, a supplement or a medicine depending on its composition, the concentration of actives, and the claims on the pack. Getting that call wrong means a dossier built for the wrong authority. Establishing classification first is the cheapest step in the whole process.

Labels: Where Most Applications Fail

If a Montaji application is rejected, the label is the reason more often than anything else. These are the recurring causes.

Arabic is missing or incomplete. Required particulars must appear in Arabic. An English-only label is rejected regardless of how complete it is, and a partial Arabic translation is treated the same way.

Ingredients are not declared in the required order or detail. Descending order by weight, with additives named properly rather than lumped together.

Allergens are not declared or not emphasised. Presence alone is not enough — the declaration has to be made in the way the rules specify.

Dates are in the wrong format or the shelf life is too short on arrival. Production and expiry must both appear in the accepted format, and a consignment arriving with too little shelf life remaining can be refused even where the product is registered.

Claims the label cannot support. Health, nutritional and "free from" claims are regulated. A claim that reads as therapeutic moves the product out of food or cosmetics altogether.

Country of origin missing or inconsistent with the accompanying certificates.

Documents and the Process

What is usually required

The importer's trade licence showing the relevant activity, artwork or a physical sample of the label, a full ingredient or composition list with percentages, a certificate of analysis, a free sale certificate from the country of origin confirming the product is legally sold there, a health or manufacturing certificate depending on category, and halal certification where the product requires it. Documents issued abroad generally need attestation.

How it runs

Classification and eligibility check, then account and product entry in Montaji, then document and label submission, then Municipality review. Review commonly produces queries rather than a straight approval or rejection — responding precisely to what was asked, with documents that resolve the point, is what keeps the file moving. Broad resubmissions tend to generate further queries.

After approval

Registration is not permanent. It carries a validity period and is renewed. Any change to the formulation, the label artwork, the pack size, the manufacturing site or the claims requires the registration to be updated — a change made quietly and discovered at inspection is a worse outcome than a variation submitted in advance.
