The dependency

A facility cannot operate without licensed professionals, and a professional licence is activated against a licensed facility. Sequenced badly, each waits on the other. In practice the facility application runs first, with the professional files prepared in parallel so activation can happen the moment the facility licence issues.

Which authority

Dubai facilities go to DHA, Abu Dhabi to DOH, Sharjah to SHA, and the northern emirates to MOHAP. Free zone healthcare clusters such as Dubai Healthcare City operate their own framework separately.

Premises

Get the Layout Approved Before You Build

The physical space is assessed against the authority's standards for the service offered — room sizes and layout, separation of clinical and non-clinical areas, waste handling, infection control, fire safety and civil defence clearance, and accessibility.

Approvals are usually needed on the drawings before fit-out, not after. Signing a lease and building out before the layout is approved is the expensive mistake in this area, and it is not one that can be argued away afterwards — the space either meets the standard or it is rebuilt.

Staffing has to match the services

A medical director or person in charge who meets the authority's requirements for the facility type, plus licensed professionals covering every service listed. A service with nobody licensed to deliver it will not be approved, so the staffing plan and the service list are written together rather than in sequence.

Governance and policies

Written policies covering clinical governance, infection control, patient records and confidentiality, complaints, incident reporting and medication handling where it applies. These are reviewed on their content, not just collected as a checklist.

The commercial side
