Dubai Unified Licence (DUL) Explained
Every business registered in Dubai, whether licensed on the mainland or in one of Dubai's free zones, now carries a second identity alongside its trade licence: the Dubai Unified Licence (DUL). Dubai's Department of Economy and Tourism (DET) launched it in December 2023 with the Dubai Free Zones Council, giving each establishment a unique commercial identification backed by a single, verified digital registry.
The practical effect is already measurable. In November 2025 the Government of Dubai Media Office reported that the DUL had cut the average time to open a business bank account from 65 days to 5 days, and that more than 900,000 DULs had been issued.
PROXPAT sets up companies with consistent licence, shareholder and contact data from day one, so the DUL record matches what banks, government entities and partners see. It is also the gateway to the Free Zone Mainland Operating Permit. See our business setup services in Dubai.
What the Dubai Unified Licence Is
| Feature | What Dubai has announced |
|---|---|
| Operated by | Dubai Business Registration and Licensing Corporation (DBLC), part of DET |
| Who receives it | Existing and newly established businesses in Dubai, with a mainland or a free zone licence |
| What it is | A unique commercial identification and government-verified digital identity for the business |
| The registry | A single platform consolidating economic establishments in Dubai and its free zones, built with the Dubai Free Zones Council |
| Verification | Establishments undergo validation, verification and screening by the appropriate authorities before receiving their digital identity |
| Licence number | Allocated specific to the mainland or free zone authority where the business is incorporated |
| Compliance role | Reinforces the compliance framework of the national AML/CFT strategy |
| Scale | More than 900,000 DULs issued, as reported in November 2025 |
What the DUL Changes for Your Business
A QR code instead of a licence certificate
Businesses can display their unique DUL QR code on premises, websites and social media accounts instead of presenting traditional trade licence certificates. Government entities, service providers, suppliers and customers scan it to retrieve verified information about the company.
Much faster business bank accounts
Through its service providers project, launched in October 2024, the DUL enabled more than 3,000 new business bank accounts and updated over 134,000 business banking profiles, cutting average account opening time by 90%, from 65 days to 5. Banks read verified company data from the registry instead of rebuilding the file from paper documents. See our guide to opening a corporate bank account.
Simpler NOCs and permits
DET describes the issuance of no-objection certificates and permits for economic activities as simplified through a unified process, because the verified company record already exists.
Consent-based data sharing
With a digital repository and consent capability, the DUL allows instant data sharing between government entities, the private sector and service providers. Partners named in the November 2025 announcement include MOHRE, DEWA, Dubai Trade, RTA, the Ministry of Foreign Affairs and Arab Financial Services.
Verified information for buyers and partners
Prospective owners and partners can rely on unified, verified information about existing businesses, which is useful when acquiring a company or vetting a counterparty.
Banks Integrated With the DUL
The November 2025 announcement named these banks as integrated with the DUL system:
Emirates Islamic Bank
Mashreq Bank
Commercial Bank of Dubai (CBD)
First Abu Dhabi Bank (FAB)
Emirates NBD
Emirates Development Bank (EDB)
Ruya Bank
Please note: integration speeds up how a bank receives verified company data. Each bank still applies its own account-opening and KYC criteria.
DUL or Trade Licence: What Is the Difference?
| Trade licence | Dubai Unified Licence | |
|---|---|---|
| Issued by | DET for mainland companies, or the relevant Dubai free zone authority | DBLC (DET) as a unified identity across mainland and free zones |
| What it does | Authorises the business's licensed activities | Identifies the business in a single verified registry used for data sharing, banking and permits |
| Shown to others as | A licence certificate | A DUL number and QR code |
| Changes when | Activities, partners, name or address are amended with the authority | The authority's updated record reaches the registry |
The DUL does not replace licensing: you still license activities with DET or your free zone. It makes that licence verifiable everywhere in Dubai.
How the DUL Works Across Mainland and Free Zones
- DET's DBLC oversees the operation, management, development and supervision of the DUL system.
- The Dubai Free Zones Council coordinates with each free zone, which communicates with its licence holders to collect updated licence data and contact information.
- Existing businesses, including those in free zones, received their DUL number and QR code once their data update was complete.
- Free zone companies holding a DUL can apply for the Free Zone Mainland Operating Permit to operate on the Dubai mainland in eligible sectors.
Keeping Your DUL Record Accurate
Because banks and service providers increasingly read company data straight from the registry, stale data now causes friction that paper files used to hide.
| Change in the business | What to update first |
|---|---|
| Shareholder or manager change | Licence and memorandum amendment with DET or the free zone, then the establishment card |
| New trade name or activities | Licence amendment with the authority |
| Office move | Tenancy and licence address with the authority |
| New signatory or contact details | Contact data with the licensing authority or free zone |
| Beneficial ownership change | UBO records with the licensing authority |
We check the record before a bank application or permit request so a mismatch is fixed before it causes a rejection. See trade licence amendments.

The licence is the start of the government work, not the end of it
Once the trade licence is issued, the sequence that actually lets you operate begins: the establishment card, the MOHRE and immigration files, your employee quota, then employee visas and work permits. After that it repeats every year — renewals, cancellations when people leave, and licence renewal and amendments.
Companies that would rather not build that function in-house put it on a monthly PRO retainer from AED 700, or use it per transaction. Government fees stay separate and itemised either way.
The first six months after incorporation
- Establishment card issued through immigration
- MOHRE file opened and e-signature completed
- Employee quota checked before hiring
- Offer letters, work permits and entry permits
- Medical, Emirates ID and visa stamping
- Corporate tax and VAT registration where they apply
