Opening a Corporate Bank Account in the UAE

For most new UAE companies, the trade licence comes quickly and the bank account is the slow part. The bank decides, not the licensing authority, and it applies its own compliance checks. Since 13 September 2026, banks dealing with SMEs must also follow the Central Bank's SME Customer Protection Regulation (C 2/2026), which sets clear timelines for opening accounts.

This page summarises what that regulation requires, what it does not, and how to prepare a file that lets the timelines start on day one. Account approval remains each bank's decision.

Please note: the regulation replaced the earlier SME Market Conduct Regulation (C 1/2021) on 13 September 2026. Figures below come from the Central Bank of the UAE Rulebook and the Government of Dubai Media Office.

What the Central Bank Now Requires

ClauseRule
4.46 Opening timeBanks must have systems to open an account within three business days where the applicant is assessed as low money laundering and terrorist financing risk and standard due diligence documents are satisfactory
4.46 When the clock startsFrom the day the customer made the request and provided all the documents and information needed. The obligation is waived where the bank is applying financial crime compliance requirements, with the reason documented
4.48 Accepted but delayedFor valid reasons other than financial crime compliance, the bank must explain and document the delay. A low-risk customer's account may still be opened and the account number provided, with limited transactions. The delay must not exceed two weeks
4.49 DocumentsBanks must clearly disclose the minimum documentary requirements for opening an account and for ongoing due diligence
4.50 TransactionsOpening an account does not mean all transactions are allowed until due diligence, including sanctions screening, is complete
4.51 Initial depositFunds received while the relationship is being set up must be blocked until requirements are met, and the customer must be told in writing
3.12 RejectionThe bank must give the reason for rejection in writing, except where it relates to financial crime risk or disclosure is prohibited by law
4.45 ClosingNo closing fee or penalty once the account has been open for six months or more

Why the Three Days Often Start Later Than You Expect

The three business days run from a complete application. Every missing document, unclear ownership chain or unexplained source of funds pushes the start date back, and financial crime checks can waive the deadline entirely. The practical lesson is simple: the faster route is a file the bank can assess as low risk the first time it reads it.

What Banks Look At

  • Ownership: the full structure through to the ultimate beneficial owner.
  • The business model: what the company does and whether it matches the licence activities.
  • Counterparties: where customers and suppliers are based.
  • Source of funds: where the money being deposited comes from.
  • Presence: whether the company has real operations, office and people in the UAE.
  • Supporting evidence: contracts, invoices or a business plan.

Each bank sets its own criteria, and the regulation requires it to disclose its minimum documents. Ask for that list before you apply.

Documents to Prepare

DocumentWhy it matters
Trade licence and memorandum or articles of associationConfirms the company, its activities and signatories
Shareholder and manager passports, Emirates IDs and visasIdentifies the people behind the company
Ownership structure chart to the ultimate beneficial ownerThe first thing compliance teams check
Proof of address for shareholders and the companyStandard due diligence
Business plan or company profileExplains activity, customers, suppliers and expected turnover
Contracts, invoices or letters of intentEvidence of real trade
Tenancy contract or office evidenceShows presence in the UAE
Source of funds explanationExplains the initial deposit and expected flows

Corporate shareholders' documents usually need attestation. See certificate attestation and government documentation processing.

The Dubai Unified Licence Effect

In November 2025 the Government of Dubai Media Office reported that the Dubai Unified Licence (DUL) had cut the average time to open a business bank account from 65 days to 5 days, with banks reading verified company data from the registry. Banks named as integrated included Emirates NBD, First Abu Dhabi Bank, Mashreq, Commercial Bank of Dubai, Emirates Islamic, Emirates Development Bank and Ruya Bank.

Integration speeds up data sharing, but each bank still applies its own checks, and stale DUL data slows things down. See Dubai Unified Licence.

When Applications Slow Down

  • The licence activity does not obviously match the business described.
  • Ownership runs through several offshore layers.
  • There is no local office, staff or resident manager.
  • The sector is treated as higher risk under the bank's own policy.
  • Documents disagree on names, addresses or shareholdings.

None of these is a refusal in itself, but each adds review time and can take the application outside the three-business-day rule.

If an Account Is Delayed or Rejected

Step 1: Ask for the delay or rejection reason in writing; clauses 4.48 and 3.12 require it except in financial crime cases.

Step 2: Fix the gap: missing documents, unclear ownership or unexplained funds.

Step 3: Where an account is opened with limits, clear the outstanding items so the limits can be lifted.

Step 4: Where the reason is bank policy rather than your file, compare banks whose risk appetite suits your sector.

Open the Account Before You Need It

Salaries, rent, VAT and supplier payments all need a working account. Start the bank process as soon as the licence and establishment card are issued, and plan for due diligence to continue after opening. See establishment card, VAT registration and the Wage Protection System requirements for paying staff.

Funds received while the account is being set up must stay blocked until the opening requirements, including financial crime checks, are met. The bank must tell you this in writing.

The Government of Dubai Media Office reported in November 2025 that it cut the average business account opening time from 65 days to 5 with integrated banks.
