The cheapest desk is only cheap if DET and the Land Department accept it. Here is what a Dubai mainland licence actually needs for premises, and the lighter routes that do exist.

Can a Dubai Mainland Company Use a Flexi Desk or Virtual Office?
Founders comparing packages often assume a mainland company can sit on a flexi desk the way many free zone companies do. Sometimes it can, and sometimes the desk turns out to be unusable at the licence stage, after it has been paid for.
The deciding document is the lease. Invest in Dubai, the Department of Economy and Tourism’s (DET) setup portal, lists a site lease contract as a requirement for a normal mainland licence, and in Dubai a tenancy contract is registered through the Dubai Land Department’s Ejari system. So the real question about any desk or office is simple: does it come with a lease that can be registered in Ejari for your company?
Please note: licence routes, fees and conditions below are taken from Invest in Dubai (DET), the Dubai Land Department and MOHRE as listed on 25 September 2026, and from each free zone’s published packages on our free zone guides. They change from time to time; we confirm them for your activity before you pay for premises.
The Short Answer
- A flexi desk can work for a normal mainland licence when it comes with a lease that can be registered in Ejari in the company’s name.
- An address-only virtual office does not give you a site lease contract, so it cannot support a normal licence.
- DET has its own lighter routes. The Instant Licence includes a virtual site for the first year, and the eTrader Licence is for home-based sole establishments.
- Premises also shape hiring. More work permit quota needs evidence of work volume and a Taq’eem visit, so a desk that satisfies the licence may still limit how many people you can sponsor.
What DET Lists for Each Licence Route
| Route | Premises | What Invest in Dubai lists |
|---|---|---|
| Normal licence | A site lease contract | A memorandum of association, a site lease contract, and approvals from other authorities where the activity requires them. Issued within 10 minutes once the file is complete |
| Instant Licence | A virtual site for the first year | Issued within 5 minutes for activities that need no external approval. Includes Dubai Chamber membership for commercial activities, a GDRFA establishment card and a MOHRE establishment card with the option to employ three people. For LLC, single-owner LLC, sole establishment and civil company |
| eTrader Licence | Home-based | A sole establishment licence for Dubai home-based businesses: AED 1,070 in licence and Knowledge and Innovation fees, plus AED 300 Dubai Chamber membership. It does not allow visas |
| Intelaq licence | Home-based | For enterprises wholly owned and managed by UAE or GCC nationals, run from a residence in Dubai, through Dubai SME. AED 1,070 a year |
For most expatriate founders with an operating business, the choice is between a normal licence with a registrable lease and the Instant Licence for its first year. The eTrader and Intelaq routes have eligibility conditions of their own; see our e-commerce licence guide.
What a Mainland Office Arrangement Must Give You
| Check | Why it matters |
|---|---|
| A tenancy contract in the company’s name, or one that will be | The site lease is a licence requirement, and the licence and lease have to match |
| A contract the landlord or operator can register in Ejari | The Land Department registers tenancy contracts; an agreement it cannot register does not give you a registered lease |
| The right channel for a company lease | The Land Department’s app route needs both tenant and landlord to be individuals, so company leases generally go through a Real Estate Service Trustee centre |
| A rent you can budget the market fee on | The market fee is charged on the annual tenancy value, so the lease changes the licence cost |
| Space that matches your hiring plan | MOHRE grants more quota on evidence of work volume and a Taq’eem visit to the establishment |
Ask the operator for a sample contract and confirm who registers it in Ejari before you pay. If the answer is vague, treat the desk as unproven.
What Registering the Lease Costs
| Fee | Dubai REST app or DLD website | Real Estate Service Trustee centre |
|---|---|---|
| Registration | AED 100 | AED 100 |
| Knowledge and Innovation fees | AED 20 | AED 20 |
| Service partner fee | AED 55 plus VAT of AED 2.75 | AED 95 plus VAT |
| Total | AED 177.75 | AED 220 |
The Land Department gives the trustee centre service time as 25 minutes, excluding waiting time. Renewal runs through the same service, so renew the Ejari when the lease renews, and ideally alongside the trade licence renewal.
The Instant Licence: A Virtual Site, for the First Year
The Instant Licence is DET’s own answer to founders who are not ready to lease premises. Invest in Dubai lists it as issued within five minutes, for activities that need no external approval, with the option to issue the memorandum of association and get a virtual site for the first year.
Two limits matter when you plan with it. The virtual site covers the first year, so budget for premises before the first renewal. And the MOHRE establishment card it includes allows three employees, so a company expecting to hire more should plan its visa quota and premises together from the start.
Where Flexi Desks Are the Norm: Free Zones
Flexi desks are standard in many free zones, where the zone itself leases the workspace. Published examples from our free zone guides:
| Free zone | Workspace and visas as published |
|---|---|
| Meydan Free Zone | Base setup from AED 12,500 with a flexi desk and no visa allocation; visa allocations bought separately |
| Dubai Silicon Oasis | Flexi desk with up to 2 residency visas; fixed desk up to 3 |
| Masdar City Free Zone | Packages with a flexi desk lease and a visa quota |
| SPC Free Zone | Visas available through a flexi desk |
| Shams | Visas available on a flexi desk |
A free zone company serves the mainland market indirectly, through a distributor, an agent, a dual licence or, for a Dubai free zone company holding a Dubai Unified Licence, the Free Zone Mainland Operating Permit at AED 5,000 per six months. If most of your customers are outside the UAE and a desk is what you need, a free zone may be the better fit. See free zone company formation.
Common Mistakes With Mainland Desks
- Paying for a desk package before seeing the contract. If the agreement cannot be registered in Ejari for the company, it does not support the licence.
- Signing the lease in a founder’s personal name. The lease has to line up with the licence; fixing it later means a new contract and a new registration.
- Forgetting the Instant Licence’s first-year limit. Plan the move to registered premises before the first renewal.
- Choosing space for today’s headcount. A desk that suits one founder may not support the quota request for a team.
- Ignoring the market fee. It is charged on the annual rent, so the lease affects the licence cost every year.
